She says the Indian Army has decades of experience in the region and in functioning under AFSPA. How, then, can the Indian State explain the recent killing by the army as intelligence failure or error? There is a growing authoritarian tendency in India and other parts of the world, which has made it easy for the state to victimise people. The human rights discourse itself is weaponised, and turned against the people. It is the culture of hegemonic rule, also espoused by the ruling Bharatiya Janata Party, which must be opposed. The people of Nagaland have to find a political solution to their crisis, she says.
