Is an FIR Against Indian Army Unjustified When Civilians Die?

After an incident of open firing by Indian army in Shopian, three civilians lost their lives. An FIR was registered to investigate if the deaths were due to a reasonable response by the army in an act of self-defence, or if use of excessive force led to this situation. However, this FIR has been staunchly opposed by BJP.
