Paul Divakar talks to Newsclick about how the SC/STs who are among the poorest sections of Indian Society are deprived of their share in the Budget allocations. He says that the Dalits and Adivasis need programmes that would enable them to develop on par with the rest of the society and the government should legislate to prevent the diversion of funds allocated. Proper implementation of the polices is needed.
