Manipur: Cong Alleges Rs 1700cr ‘Embezzled’ Under PMGSY, Demands CBI Probe

MPCC submits memorandum to PM Modi alleging no work done despite allocation of funds and official records showing completion of work.

New Delhi: Members of the Congress party in Manipur have alleged a scam worth Rs 1,700 crore in the Pradhan Mantri Gram Sadak Yojana (PMGSY) and have demanded a Central Bureau of Investigation (CBI) probe into the matter. 

The Manipur Pradesh Congress Committee (MPCC) submitted a memorandum addressing Prime Minister Narendra Modi and Union cabinet minister Giriraj Singh with the charter of demands, including a CBI inquiry in regard to the alleged PMGSY Road Scam of Rs 1,700 crore in Manipur.

The memorandum was signed by MPCC general secretary Amir Hussain and a team of MPCC led by president K Meghachandra and All India Congress Committee (AICC) Manipur in-charge Bhakta Charan Das.

“The PMGSY road scam in the state is still being unearthed by a team of state Congress along with the media, who for the last few months have been inspecting the interior parts of hill districts, including Churachandpur, Noney (which was under Tamenglong district) and Kamjong (which was under Ukhrul district),” the memorandum stated.

Meghachandra has alleged that no work has been done despite the allocation of funds and official records showing the completion of work. According to local dailies, Manipur Congress spokesperson Ningombam Bupenda Meitei alleged at a press conference that Under the BJP’s glorified double-engine government in Manipur, Rs 1,700 crore intended for PMGSY has been siphoned off.

All India Congress Committee (AICC) in charge of the state- Bhakta Charan Das alleged that the funds have been used by the BJP in fighting elections. In his letter, the Manipur Congress chief said the Rs 1,700 crore “scam” must be investigated and justice is done for the people. He also requested that a CBI inquiry into the entire “PMGSY road scam” be conducted and the ministers concerned or involved be dropped during the pendency of the probe.

Apart from the CBI inquiry and dropping of the ministers allegedly involved, the charter of demands included registration of First Information Reports (FIRs) against the minister(s) involved, chief engineer(s) and officials concerned, contractors, companies and middlemen and any other person involved.

The demand also included recovery of the entire amount which was withdrawn in the entire PMGSY scam along with blacklisting of the contractors and the companies involved in the scam for a minimum period of 10 years from being eligible to apply for any tender in any work in the entire country; release and uploading of detailed geo-tagged, non-edited and full video coverage of the full length of all the entire roads constructed or which are under construction with all relevant public information, in Manipur on the relevant government’s website and YouTube for wider information to the people of the state.

They have also demanded that all centrally sponsored schemes and central schemes in Manipur are being monitored with ground reality checks with feedback from the locals, public and concerned citizens, along with complaints from the common people on local media, social media, and other platforms.
