The fact finding report of the Centre for Policy Analysis on the Muzaffarnagar riots categorises these riots as one among the worst instances of communal strife in the country. The report has held the state administration responsible for failing to act in time and curb the riots. It also says that an atmosphere of embitterment between communities was being built-up since the last two months.
