The recent boom in high-end cycles and cycling for fitness and adventure has not let that stop a (not so young) generation from creating their own for it.

Given the fact that a more than large part of India has been commuting on cycles since pre-independence, we should have had a dedicated cycling lane with laws in place for its use, decades back when the infrastructure for roads and highways was being laid (like many other countries across the world).
