Vibhuti Narain Talks About Hashimpura; India's first ever mass custodial encounter

A senior officer of the Indian Police Service (IPS), VN Rai,has tracked, documented and now written about Hashimpura, India's first ever mass custodial encounter, the encounter killings in Hashimpura, Uttar Pradesh in 1989.

In this interview, the IPS officer who's name has become synonymous with turning the searchlight on partisan behaviour within India's police, speaks about the need to make the IAS officer (District Magistrate) of a district and the IPS officer (superintendent of Police, Commissioner) responsible for any sustained outbreak and continuance of communal, anti-minority violence.

In this interview with Newsclick and Communalism Combat, he addresses the dangers to Indian security agencies sponsored by the current RSS-driven regime that adheres to a world view that is un-constitutional while saying clearly that the dangers of radical, political Islam cannot be countered by Hindutva. Only can be countered by Indian secularism wedded to equality and non-discrimination. Teesta Setalvad, co-editor Communalism Combat, conducted the interview.
