In this interview, the IPS officer who's name has become synonymous with turning the searchlight on partisan behaviour within India's police, speaks about the need to make the IAS officer (District Magistrate) of a district and the IPS officer (superintendent of Police, Commissioner) responsible for any sustained outbreak and continuance of communal, anti-minority violence.
