When the government declares that it expects all the employers to pay full wages to their employees during the lockdown, it is completely ignoring the fact that 83% of the unorganised labourers don't have an identifiable employer. Meanwhile, the owners of MSMEs - Micro, Small and Medium Enterprises, for whom the a large portion of the rest of labourers work, don't have the capacity to pay their wages without getting any work done for months.
